A chalky court in Nephi's high-desert sun
Nephi sits high in Juab Valley under Mount Nebo, with dry air and long, bright summers. The sun's ultraviolet light is strong here, and over the years it breaks down the top of an acrylic court surface. The color fades first. Then the surface starts to chalk: a fine powder that rubs off on hands, shoes and balls, and washes off in the rain as colored streaks.
Chalking means the binder in the top coat is wearing out. Cleaning will not bring it back, and painting over chalk without preparing it gives the new coat nothing firm to hold. So a Nephi resurfacing starts with a thorough wash that takes the loose powder off. Cracks and low spots are then repaired, acrylic resurfacer evens the surface, and new color coats and regulation lines go on over sound material.
Every acrylic color fades under strong sun in time, but a court recoated before it chalks badly comes back with less preparation. Keeping the surface clean, and sprinklers off it, helps the new top coat last longer.

Why does color rub off on our hands at our Nephi court?
That powder is chalking: the sun has broken down the binder in the old top coat. It is a sign the surface is due for resurfacing, not just cleaning.
Can you paint right over a chalky surface?
Not as it is. Loose chalk has to be washed off first, or the new coating would sit on powder instead of gripping the court. After that, resurfacer and color coats go on normally.
Will the new color chalk too?
Eventually, as every outdoor acrylic does under strong sun. Keeping the court clean and recoating before it gets bad keeps the surface sound and the next resurfacing simpler.
